[*] Scope of Service:

(1) Vendor needs to provide water audit and analysis services to the government authority located in Oak Ridge, TN.
- Complete a full survey of the site’s water usage with office of scientific and technical information (OSTI) facility staff. The survey will be used to
evaluate facility water use and general compliance with requirements and develop a site-specific water management plan and water balance analysis.
- Collect and review other existing reports, data and documentation as needed to support this analysis (i.e., past energy audits, portfolio manager database entries, Energy Savings Performance Contracting (ESPC) reviews, meter data, utility bills, etc.) to be provided by the OSTI Facility Operations Manager and inhouse facility maintenance contractor.
- Develop a site-specific OSTI water balance report and checklist based on the attached templates provided by OSTI.
- Develop and document a site-specific water management plan.
- Upon completion of the survey and analysis, provide a third-party written confirmation stating OSTI’S status in meeting current federal water sustainability goals. for any current federal or doe water sustainability goals not being met by OSTI, recommend water conservation and other applicable measures that should be implemented to meet the goals. these goals include doe’s site sustainability plan requirements for 36% potable water intensity reduction by FY 2025 from a FY 2007 baseline and 0.5% year-over-year, thereafter and a portfolio manager checklist of goals for existing buildings. additional information regarding the specifics of these goals will be provided by OSTI.
(2) This bid is set-aside for service-disabled veteran-owned small business (SDVOSB) set-aside (far 19.14).
