[*] Scope of Service:

(1) Vendor needs to provide vital signs web development and data engineering support services using content management system.
A. Website Operations and Maintenance Services
B. Website Design, Development, and Enhancement Services
- The website uses the Decap Content Management System (CMS), previously known as the Netlify CMS. In the CMS, the user specifies API endpoints for Socrata datasets and MapBox tilesets that the website uses to render the visualizations. Web copy is also directly added into the CMS.
- Provide general maintenance, bug support, accessibility compliance, and feature development for the Vital Signs website.
- The consultant will also support other tasks related to the Vital Signs product such as refining the indicator dataset development & ingestion pipeline, evolving the product vision, and meeting with internal & external stakeholders to determine product requirements.
- Provide on-going technical support in updating website features and content as needed.
- Proactively review, suggest, and apply available updates, patches, or hotfixes to website components including, but not limited to the codebase, libraries, dependencies, plugins, databases, hosting platforms, and/or deployment platforms.
- Identify, troubleshoot, and resolve issues and bugs related to front-end components of the Vital Signs website including but not limited to interface design, responsive style sheets, visualizations, charts, maps, images, menus, icons, buttons, and so on.
- Identify, troubleshoot, and resolve issues and bugs related to back-end components of the Vital Signs website including but not limited to the content management system, development, deployment, or hosting platforms, and other cloud-based resources.
- Provide quality assurance and cross browser testing of site features on desktop and mobile devices to confirm they are functioning correctly and not affected by any updates.
- Monitor website uptime, performance, and usage/user analytics and provide related recommendations or take necessary actions to resolve any issues that may arise.
- Implement and manage security controls to prevent, detect, and correct application, data, and process security weaknesses. Monitor the website for potential security vulnerabilities and take corrective action as necessary.
- Coordinate with internal/external stakeholders and/or third-party platforms on items related to infrastructure, web hosting, and other services required to operate and maintain the website.
- Provide branding management, social media management, web user comment management, and other communications services.
- Regularly backup website data and ensure data recovery plans are in place in case of emergencies or system failures
- Stay up to date with industry standards and best practices for website development, design, and security. Continuously research and implement new technologies or techniques that can improve website performance, functionality, and security.
- Website design, development, and enhancement:
- Gather and analyze requirements from internal and external stakeholders for proposed designs, developments, and enhancements of the Vital Signs website.
- Lead focus groups and interviews, analyze website analytics and metrics, or perform other user research activities to understand how Vital Signs is used and how it can be improved.
- Add new functionality, customizations, modifications, expansions, or improvements to existing pages on the Vital Signs website, including any accompanying data, visualizations, charts, maps, and/or web copy.
- Add or delete pages on the Vital Signs website, including any accompanying data, visualizations, charts, maps, and/or web copy.
- Create new types of visualizations, charts, maps, or other visual methods of displaying data that can be used throughout the website.
- Add new features, enhancements, or improvements to the content management system to ensure that it is easy and efficient to use by agency staff and the Consultant.
- Add plugins, third party add-ons, or services to the Vital Signs website, as needed.
- Design, implement, and manage security standards and controls to mitigate cybersecurity risks of any new design, development, or enhancement project from the very inception and in the subsequent phases.
- Perform verification, validation, and testing of new features and enhancements to ensure that they work as intended and achieve their desired objectives.
- Create architectural, technical, design, and training documentation for new features and enhancements.
- Dataset development and data engineering:
- Work very closely on a data science team with agency staff that is actively engaged in the development of the Vital Signs dataset management process.
