[*] Scope of Service:

(1) Vendor needs to provide non-profit development services to the government authority located in Maryland.
- Foster, support, and assist the economic growth and revitalization of non-profit entities in the state.
- Provide outreach, counseling, training, and technical assistance to aid customers and clients seeking help with the establishment or operation of not-for-profit organizations
- Provides assistance to qualifying not-for-profit entities, including:
A. The operation of an information exchange governing current and new technical information and data about all aspects of not-for-profit management; and
B. Individual consultation and technical assistance to any qualifying not-for-profit entity that requests the service.
1. Non-profit development and transition, including but not limited to start-up, growth, expansion, downsizing, termination, merger, and relocation;
2. Strategic planning
3. Innovation
4. Budgeting, accounting, and financial management
5. Sponsorship advocacy
6. Public policy advocacy
7. Facilities development and management
8. Board development
9. Organizational development and strategic planning
10. Marketing and public relations
11. Federal and State contracting and grant making
12. Individual, corporate, and foundation fund-raising
13. Volunteer management
14. Personnel management
15. Federal and State tax law and regulations
16. Federal and State law and regulations governing charitable solicitations
(2) A Pre-Proposal Conference had been on January 26, 2023.
(3) All questions must be submitted no later than February 2, 2023.
(4) The contract period will be for three years.
